Important message regarding CBI Data Sharing, part 2

Dear CBI health service providers,

As you know, we have been collecting feedback through conversations with you and others in the community health sector about the implementation of Data Sharing capabilities in CBI. We would like to provide you with another update on our progress (apologies in advance for the lengthy email!).

What we’re changing:
As a result of what we’ve heard, we will be adjusting how client consent is operationalized in CBI. When Data Sharing goes live on September 30, 2016, client records will not automatically become viewable to other HSPs. Instead, we will be working with vendors to implement a consent flag for each record in your client management system user interface. A client’s service history at your organization will only be viewable by other HSPs after this flag is activated. You will still be able to see all of your client records in CBI as usual.

We believe that this change will better allow HSPs to fit Data Sharing into their existing business practices. In other words, you can discuss consent with your clients at a time that is best suited to your service model and consent practices.

What Data Sharing will offer:
Data Sharing will allow HSPs within a client’s circle of care to see their client’s full service history in near-real time. For front-line staff, this will provide greater insight into a client’s needs and facilitate opportunities for coordinated care. For managers, Data Sharing will provide higher-level reports on client interaction patterns with other HSPs. This could help to guide future collaborations or support needs assessments and program development.

Action required:
Data Sharing will be most effective through the collective involvement of the sector. We are asking you to sign and return the Data Sharing Agreement this fiscal year so that we can work with you on implementation planning.

At the same time, we encourage you to begin conversations within your organization about how CBI Data Sharing fits into your current business practices. In order to realize the full value of Data Sharing when it goes live on September 30, 2016, HSPs will need to begin implementation in advance of the go-live date.

How we will support you:
The project team will be working with HSPs and the CBI Working Group to provide supports that will assist you to implement Data Sharing. These will include:

  • consulting with vendors to update client management systems with a Data Sharing flag (wherever possible)
  • a toolkit with communications materials for discussing consent with staff and clients
  • suggested milestones for implementation in the lead up to September 30, 2016
  • sample reports that demonstrate the value of Data Sharing for both front-line staff and management
  • a compliance report to show you how consistently Data Sharing consent is being asked in your organization and the client response rate
